In 1998 the City of Steamboat Springs began to pursue the remodel and building of a new Citizens Hall and public office building in the Old Carver Power Plant located on 10th Street. By 2000, the building had been funded, remodeled and in December of 2000 opened to the public. One of the goals of the building was that it would be a place where the public would want to come to gather and participate in many different ways. A state of the art public hearing room, a City Cafe and a Citizens Resource Center were outlined. The City of Steamboat entered into a Challenge agreement with the Orton Family Foundation to create this Citizens Resource Center.
Early in 2001, the Orton Family Foundation began investigation on how to build the Citizens Resource Center. Originally the center was to be called WZACCESS and would be a stand alone touch screen kiosk.

- October 2001 - First public meeting held to identify needs for the center
- Oct 01 - Sept 02 - Over 100 public meetings were held involving approximately 300 people to define the future of the project.
- October 30, 2002 - Site renamed to yampavalley.info and a public celebration was held in Centennial Hall
- January 2003 - management of the project handed over to the Bud Werner Memorial Library.
